A green "cloud" between buildings are Polar Lights (Aurora Borealis): a quite unusual phenomenon for our latitude.

Below the polar lights are noctilucent clouds.
The polar lights were moving to the west. Nine minutes later (23:16):
Then they quickly disappeared (approximately in 10-20 minutes).
A period of visibility of aurora was quite short. There were no evidences of it at 23:00, only subtle noctilucent clouds were visible:
